Owner and Business Development Consultant
J. Edward Shiok is a professional writer, proposal specialist, and business development consultant with 25 years of experience helping organizations succeed in Alaska, Hawaii, the Lower 48, and beyond. Edward works with leaders in several industries, including architecture, engineering, construction, healthcare, resource development, and transportation. He manages business development initiatives or boosts client capabilities to achieve targeted outcomes. His recent record of success includes authoring winning proposals for more than $750M in construction contracts, $50M in planning and design contracts, and $25M in federal and state grants—all awarded through qualifications-based competitions.
Edward regularly prepares submissions to private companies and public entities. At the federal level, this includes the Department of Commerce (NOAA), Department of Defense (DLA, USACE-AK/HI, USA, USAF, USCG, USMC, USN/NAVFAC, and USSF), Department of Homeland Security (FEMA), Department of the Interior (NPS and USFWS), Department of Transportation (FHWA, FRA, FTA, and MARAD), and the General Services Administration (GSA). At state and local levels, this includes the Alaska Department of Transportation and Public Facilities, Alaska Court System, Alaska Railroad Corporation, University of Alaska (UAA and UAF), and several school districts. He is familiar with SBA 8(a), HUBZone, and DBE set-aside programs, as well as various federal contracting vehicles (e.g., IDIQ, MATOC, and SATOC).
Edward has completed countless special projects. He has authored communications for Alaska’s Congressional Delegation, senior government and military officials, and corporate executives. He has developed requests for proposals (RFPs) and served on proposal review committees for high-value capital projects, providing assessments of bidder qualifications, RFP compliance, and proposal quality. He has assisted international non-governmental organizations (NGOs) during educational, humanitarian, and public health campaigns in Fiji, Kiribati, the Marshall Islands, and the Solomon Islands.
Edward is a seasoned researcher with extensive knowledge of archives worldwide. He is an experiential historian and documentary photographer whose work has appeared in American Rifleman (the journal of the NRA), The Alaska Contractor (the magazine of the AGC of Alaska), ON PATROL (the magazine of the USO), and other publications. He is currently writing a book about World War II in the Pacific.
